Basic Function

Responsible for the overall operations of METRO’s wastewater treatment plants and other water treatment areas, cooling towers, deionizers, chilled and hot loops, water softeners and groundwater treatment stations and diesel cleaning processes. Responsible for operations, reporting, maintenance and ensures compliance with all applicable policies, procedures, laws, and regulations, including State and Federal water quality standards and regulations.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures. 

Responsibilities and Specific Duties

  • Oversees and participates in the daily operation and maintenance of all METRO water treatment plant, ensuring compliance with all applicable policies, procedures, laws, and regulations, including State and Federal water quality standards and regulations.  
  • Coordinates, assigns, and reviews work; develops and maintains standards and operating procedures; coordinates activities and allocates personnel; monitors status of work in progress; inspects completed work assignments; reviews the work for completeness and accuracy; answers questions; provides training, advice, and assistance.
  • Ensures and performs routine preventive maintenance, adjustments, cleaning, and painting of equipment; performs minor corrective maintenance on plant mechanical equipment as scheduled.
  • Maintains all Waste Treatment Plants, including equipment, pits, tanks, separator plates and filters. Monitors, ad    Records meter readings, collects water samples, adjust chemicals, performs routine tests, maintain operating logs, and makes required changes/corrective actions or implements new methods/procedures designed to improve operations.
  • Trains Metro personnel; Foremen/mechanics on basic preventive maintenance procedures for waste treatment plants. Works with vendor on all relative maintenance contract work, ensure contract compliance is followed. 
  • Track water samples participate in the operation and maintenance of assigned water treatment plant, ensuring the compliance with all applicable policies, standards, and regulations. Researches and resolves any negative readings and hazards. Reviews all testing results and assures Metro's waters follow City standards.
  • Conducts and oversees inspections of pumps, gauges, floats, and motors for proper operation. 
  • Responsible for the preparation of all compliance records, reporting permitting requirements.  Oversees and reviews staff paperwork for accuracy. 
  • Responsible for maintaining and renewing all required water and related city permits. Serves as liaison to the City of Houston Industrial Wastewater division regarding permits, inspections, water testing, sampling, resolution of water related issues.
  • Maintains inventory and orders and maintains chemicals, supplies, parts, and maintains inventory.
  • Works with management to establish and update the five-year plan for preventive maintenance, upgrades, rehabilitation, and replacement requirements.
  • Responsible/participates in diesel cleaning processes.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High school or GED required.  Additional related certifications and licensing preferred.

Years & Experience Required

Five years’ experience in hand-on and managing of wastewater treatment plants and electrical, plumbing, and chemical systems.

Knowledge & Skills Required


Knowledge of waste treatment plants operations, chemicals, pumps, and control systems.
