Description: 

Basic Function

Supervises the contract security operations and staff.  Responsible for ensuring day-to-day contracted security operations run effectively.  Works closely with the Manager, Security regarding all aspects of METRO’s security processes and issues.  Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
  • Directly oversees the contracted armed security and guard services.  Performs site visits/inspections, to ensure services are provided according to contract requirements and maintained at a high level.  Routinely reviews contract security performance data.
  • Coordinates temporary and emergency security needs/requests for all METRO locations with security contractors.
  • Assists in the completion of security assessments and in reviewing and/or updating policies and procedures designed to enhance physical security and access control.
  • Reviews the Security divisions monthly report for the EVP Safety, Security & Facilities for accuracy/completeness.
  • Assists the Manager, Security with special projects including the development of security SOW’s and may be assigned as project manager for specific projects.
  • Responsible for processing building key requests.  Ensures all applicable forms are completed properly and keys ordered/issued as required.  Develops and maintains tracking system for issued keys.
  • Participates in the Emergency Management and Business Continuity Sub-Committee.
  • Serves as the National Incident Management Systems (NIMS) Commander as required, following proper protocols during emergency situations.
  • Reviews invoices from contracted companies for accuracy and audits contractor records.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

 

Pay Range:  $76,200 - $100,000

Education Requirement

High school diploma or GED is required.  Bachelor’s degree in criminal justice, or a related degree is preferred.  Additional training in armed security, law enforcement or force protections is required.
 

Years & Experience Required

Minimum of eight (8) years’ experience in armed security, law enforcement or military. Experience in facility security, asset protection, event security and risk assessments is required.  Experience in developing and overseeing physical and technical security programs is required. Experience with contract security management of large, complex security operations is preferred.   Minimum of three (3) years supervisory experience in a high-threat security or law enforcement agency is required.

Knowledge & Skills Required

Strong knowledge in armed security concepts, standards, operations, and training.  Good communications (written and verbal) and interpersonal skills.  Must be able to work well with all organizational levels and third-party contractors.  Knowledge of National Incident Management System: IS-100.c, IS-700.b and IS-800.d is required.  Proficiency in Microsoft office suite (Word, Excel, and Outlook) is required.  A Texas Drivers’ license is required for the job and must meet METRO’s requirements regarding motor vehicle records.
