Description: 

Basic Function

Provides daily supervision to assigned employees and aid management as required.  Assists in developing processes and procedures consistent with current “Best Practices”.  Develops goals and objectives consistent with and in support of overall division goals.  Assists in the development/revision of procurement policies and procedures.  Handles more complex procurement issues within the division.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Aids in assignments of progressively more challenging work for Contract Administrators.
  • Makes certain all actions are in accordance with applicable regulations and all files so documented.
  • Manages and/or performs cost/price analysis as appropriate.
  • Obtains/ensures technical evaluations are secured on contractor’s bid/proposals.
  • Directs pre-award surveys.
  • Ensures employee procurement files are adequately documented.
  • Attends meetings with Contractors/Project Management to address procurement related issues.
  • Responsible for the Solicitation/Award/Contract Administration of complex procurements.
  • Aids in implementation and testing of new procurement software as required.
  • Participates in performing and documenting Procurement Systems Reviews with Primary Contractors on a quarterly basis.
  • Prepare Notices to Proceed (NTPs), Task Orders, Contract Modifications, Summaries of Procurement and Memorandums of Negotiation for METRO Rail Expansion contracts and takes them through the approval process.
  • Prepare responses to Federal Transit Administration (FTA), procurement audit issues, and Open Records Requests as needed.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High school diploma or GED is required.  Bachelor’s degree in Business Administration, Procurement, Materials Management or related field is preferred.
 

Years & Experience Required

Minimum five (5) years of progressively responsible project management experience in procurement.  Three (3) years of which are at a senior level.

Knowledge & Skills Required

Thorough knowledge and understanding of the principals of competitive purchasing, bidding and negotiation required. Experience in a variety of contract administration functions required.  Knowledge of specification review and development required.  Good communications (written and verbal) and interpersonal skills.  Good organizational skills.  Must be proficient in Microsoft Office Suite with a strong proficiency in Excel. APICS/ISM supply/chain procurement certification preferred.
