Description: 

Basic Function

Responsible for the daily operations of the assigned METRO bus operating facility, including maintenance and preservation of the assigned revenue vehicle fleet, hiring and management of assigned personnel, development and management of approved operating budget and management of special records, reports and employee records.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Oversees and monitors the daily 24/7 operations of planning, scheduling and directing the mechanical, servicing and cleaning work performed at the respective facility.
  • Determines all repair priorities and ensures demands based on predicted requirements and emergency situations are completed.
  • Manages and preserves revenue fleet assets assuring safety, cleanliness, reliability and function throughout the scheduled service life of the fleet.
  • Assures a clean and safe work environment for bus maintenance staff.
  • Emphasizes importance of safety, bus maintenance, service quality, mean distance between failures, driver/customer satisfaction and public comment.  Accountable for safety to keep employee and vehicle accidents to a minimum.
  • Responsible for disciplinary actions and resolutions.  Participates in grievance hearings/arbitrations.  Represents METRO at TEC/EEOC hearings as necessary.
  • Oversees the supervision and observation of new maintenance employees in their daily responsibilities.
  • Inspects equipment for conformance with federal, state, OEM and METRO standards.
  • Develops and implements new methods and procedures to improve operations/productions and minimize operating costs.
  • Coordinates preventive maintenance procedures and schedules.
  • Assists with the preparation and administration of the annual operating and capital budget.
  • Coordinates additional or special training requirements with METRO training staff.
  • Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
  • Performs other duties as assigned.

Education Requirement

Bachelor’s degree in Business or a related field preferred.
 

Years & Experience Required

Minimum eight (8) years progressive experience in a public transit environment; to include three (3) years of supervisory/management experience.  Overall experience with scheduling of workforce, union/labor grievances/issues, heavy diesel mechanics, preventive maintenance, paint and body repair, upholstery and sheet metal repair, fleet servicing and cleaning.

Knowledge & Skills Required

Knowledge of material planning and budget development process control. Working knowledge of labor agreements and related processes.  Strong human relations and communications (written/verbal) skills.  General knowledge of PC’s and related software.
