Description: 

Basic Function

Ensures the effectiveness of Small Business Enterprise/Disadvantaged Business Enterprise (SBE/DBE) programs and manages METRONext contracts; as well as other special project contracts. Coordinates the Commercial Useful Function (CUF) compliance requirements as dictated by DOT regulation 49 CFR Part 26. Serves as Subject Matter Expert and key contact for SBE/DBE systems including interface with SAP, B2GNOW and all applicable SBE/DBE systems. Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Serves as the OEBO primary point of contact for contract compliance matters on METRONext and other special projects contracts.
  • Develops reporting templates (as appropriate) for monthly, quarterly and annual METRONext Small Business goal performance.
  • Performs monitoring and reporting of small business utilization and small business goal achievement on METRONext and other assigned contracts.
  • Ensures compliance with Commercial Useful Function audits as specified in DOT Regulation
  • 49 CFR Part 26.
  • Coordinates with the OEBO Compliance Specialists and METRO Project Managers to collect the required data regarding Commercial Useful Function (CUF) audits and provide monthly reports.
  • Ensures CUF policies and procedures are kept updated.
  • Works closely with the OEBO Director to maintain OEBO compliance policies and procedures.
  • Support the Diversity Study’s Task Force as required.
  • Provides ad-hoc reports as requested.
  • Reviews METRO contract invoices for small business participation on assigned contracts.
  • Assists with DOT Regulation 49 CFR Part 26 compliance monitoring and reporting.
  • Assists with FTA’s Tri-Annual DBE goal setting.
  • Trains internal and external end-users on B2GNOW as required.
  • Reconciles payment disputes between SBE/DBE sub-contractors and prime contractors on assigned contracts.
  • Supports outreach and business development efforts as needed.
  • Assists with strategy development plans to deliver increased utilization of small businesses.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High school diploma or GED is required. Bachelor’s degree in business administration or related field preferred.

Years & Experience Required

Minimum seven (7) years’ experience in SBE/DBE or M/WBE program compliance, monitoring and reporting, or similar experience. Construction, Architectural and Engineering industry experience is a plus.

Knowledge & Skills Required

Working knowledge of B2GNOW or equivalent application.  Project management skills are required. Working knowledge of MS Excel, Word, PowerPoint and Outlook. SAP experience is a plus. Strong communication (written/verbal) skills are required.
