Basic Function

The Signals and Communications Supervisor is a first line supervisor responsible for direct supervision and oversight of the Signals & Communications Technicians and Axle Counter Maintainers.  Supervises and performs preventive and corrective maintenance activities of rail infrastructure.  Primary elements of responsibility include signal systems, communication systems and other miscellaneous rail equipment required to support METRO-Rail operations.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Performs and observes equipment installations and tests on equipment and reports any noted deficiencies.
  • Assists in the development and refinement of inspection and preventive maintenance programs.
  • Works with staff and vendors to assure adequate parts, tools and other necessary equipment is on hand to support revenue operations.
  • Provides coordination of track allocation and “red-tag” field activities.
  • Performs troubleshooting, inspection, testing, modification, maintenance and repair utilizing specialized tools and equipment.
  • Analyzes systems by reading and interpreting a variety of data downloads from analyzers and event recorders.
  • Inspects, repairs and maintains mechanical, hydraulic, electrical equipment.
  • Records and documents maintenance and diagnostic data.
  • Participates in accident investigation teams and recommends corrective action as necessary.
  • Completes ongoing vendor training on systems equipment and maintenance procedures as well as METRO training associated with safety and technical subjects and certification activities.
  • Assists in the development and revision of Standard Operating Procedures, safety procedures and work rules.  Complies with all safety, operating and maintenance procedures.
  • Works closely with other groups within Operations and contractors to ensure a safe, reliable and efficient Light Rail operation.
  • Provides contractor field oversight.
  • Acts as Chief, Signals & Communications during absences.
  • Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High school diploma is required.  Associate degree in electrical/electronic technology is preferred.

Years & Experience Required

Minimum five (5) years of increasingly responsible, journey-level mechanical, hydraulic, electrical and/or electronic maintenance experience.  Experience with transit system equipment (track, traction power and/or signals and communications) and tools is required.

Knowledge & Skills Required

Good (verbal/written) communications skills are essential to resolve maintenance issues.  Must have a Texas Class C Driver’s license.  Must meet METRO’s requirements regarding motor vehicle records.
