Description: 

Basic Function

Assists in the implementation and administration of overall employment and staffing programs for the Authority.  Interviews internal and external candidates for specific job openings.  Acts as a Team Leader for the Staffing Division.   Performs as a Human Resources Partner to assigned departments and divisions.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Functions as a business partner and advocate to assigned teams by helping to identify and direct solutions to business needs, while ensuring Human Resources assistance, interpretation, guidance, and consultation to management on human resources policies, programs, and practices. 
  • Participates in developing departmental goals and objectives.
  • Develops, implements, and facilitates comprehensive training programs to achieve defined Human Resources goals.
  • Develops and initiates recruitment/staffing efforts for all positions. Establishes hiring criteria and development of selection and recruiting competency profiles by analyzing job requirements with hiring managers.
  • Advises hiring managers on current requisition procedures and recruitment/selection processes.  Extends salary offers and prepares offer letters.
  • Works with Director, Staffing and other Human Resources management as appropriate, to respond to, and resolve employee complaints and applicant complaints, public comments and requests by government agencies as required.  
  • Formulates strategic, cost-effective methods of recruitment/talent acquisition, such as identifying professional affiliations, niche internet sites, networking events, etc. specific to the recruiting needs of the Metropolitan Transit Authority.
  • Works with Staffing team to determine areas of focus and establish techniques to attract diverse candidates to METRO and present the best qualified candidates to hiring managers.
  • Develops and maintains reports and records that measure staffing efforts such as cost-per-hire, effectiveness of sourcing methods, time to hire/start, exit interviews, etc.
  • Communicates Human Resources related programs to managers and employees, conducting training, webinars, etc.
  • May lead and provide guidance to less experienced Staffing personnel.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in Human Resources or a related field is required.

Years & Experience Required

Minimum eight (8) years staffing and recruiting experience in a corporate environment. Previous recruiting or staffing agency experience is a plus. Experienced and adept in developing and drafting documents in support of staffing and human resources initiatives, policies, guidelines, and procedures.  Experience working with recruitment processes, electronic recruiting and applicant tracking systems.  SAP HCM, SAP Success Factors Recruiting and/or NEOGOV is preferred.
 

Knowledge & Skills Required

Strong knowledge of HR compliance, concepts, practices, and procedures. Ability to build strong client relationships and work directly with clients to build consensus, establish trust, communicate effectively and foster culture change.  Strong communication (written/verbal) and organizational skills. Proficient in advanced functions of Microsoft PowerPoint, Excel and Word. Professional certification such as PHR, SPHR or SHRM-CP is preferred.
