Senior Project Manager Facilities Maintenance

Basic Function
Responsible for the development and successful completion of Major Facilities Rehabilitation Initiative (MFRI) and Upgrade projects at all METRO owned public, operating, and rail facilities throughout the METRO service area. Develops project scope, schedule, cost estimate, procurement plan, and cash flow projection for each assigned project. Responsible for all aspects of project management necessary to complete each assigned project on time and within budget limitations. Coordinates preliminary engineering and design requirements with METRO staff, consultants and contractors as required. Responsible and accountable to the Vice President of Facilities Maintenance for execution of all assigned projects. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
• Develops scope of work, schedule, and cost estimate, procurement plan and cash flow for each assigned project.
• Coordinates preliminary engineering and detailed design work as required.
• Actively participates in facility condition and energy audits at each METRO facility on an annual basis to identify facility deficiencies that require rehabilitation, upgrade or repair. Assists in documenting facility condition profiles and work priorities for inclusion in the facility upgrade five year plan.
• Performs and accomplishes all actions necessary to initiate and complete assigned projects using ID/IQ Contract procedures, Trades Contract procedures, Conventional Contract procedures, or Purchase Order procedures.
• Responsible for coordination and communication on all project activities with facility foremen and facility superintendents to minimize the impact of project construction activities on daily operations.
• Provides technical assistance and support to the managers of public and operating facilities and their first line supervisors in the diagnosis, troubleshooting, and repair of all facility related equipment systems.
• Provides research and final resolution of construction warranty defects reported to them by the managers of public and operating facilities.
• Prepares and develops a line item estimate for each assigned project using automated estimating software.
• Negotiates proposals by comparing METRO line item estimate with contractor’s line item estimate.
• Develops, prepares and presents project reports to the Manager, Facility Programs & Projects on a recurring basis to ensure that all assigned projects remain on the approved schedule and within the approved budget.
• Prepares and submits all required project documentation necessary to advertise and award construction contracts using Invitation for Bid, ID/IQ procedures, Trades Contract procedures, or Purchase Order procedures.
• Provides excellent customer service to METRO internal and external customers.
• Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
• Performs other job-related duties as assigned.
Education Requirement
Bachelor’s degree in in Engineering or related field required. Professional Engineering registration and license in the State of Texas required.
Years & Experience Required
Minimum of Eight (8) years’ progressive experience in facilities maintenance/engineering including managing staff and consultants. Knowledge and experience with the process of assembling construction packages and dealing with construction issues. Construction cost estimating and demonstrated success as a project manager are required.
Knowledge & Skills Required
Professional Engineering registration and license in the State of Texas required. Strong oral and written communication skills are required. Strong negotiating skills and knowledge of law and contracts. Ability to make sound and logical decisions on abstract conditions.
