Basic Function

Responsible for oversight and monitoring of effective dates and due dates of audits, certifications and procedures ensuring adherence to deadlines. Develops and maintains transit system safety manuals/plans for Bus, Rail, Industrial, Construction and Environmental.  Responsible for all safety plans and procedures and coordination of annual safety audits.  Oversees and tracks compliance for the annual safety certification process for bus and rail. Works with internal subject matter experts, and is accountable for developing safety procedures for bus, rail, industrial, construction and environment areas in an effort to reduce and/or eliminate accidents.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Oversight of compliance program for state safety of fixed rail guide ways including annual reporting, accident and unacceptable hazardous conditions reporting, corrective action planning, and accommodating three-year safety reviews.
  • Coordinates the internal safety audit program by conducting system safety audits, developing audit checklists, and writing audit reports.
  • Provides technical support in various committees as safety liaison: Fire/Life Safety Committee, Rail Safety Committee, Senior Metro Safety Committee, and Configuration Management Committee.
  • Assists in the safety certification process for bus and rail. Tracks the progress of projects undergoing safety certification.
  • Maintains records of all bus, rail, and employee accident investigations in accordance with departmental procedures and standards. Tracks Corrective Action Plans recommended in post-accident investigations.
  • Accountable for reviewing, maintaining and updating safety manuals; Bus System Safety Program Plan, Rail System Safety Program Plan, Industrial Safety Manual, Construction Safety Manual, Fire Safety Plan, and Safety Certification Plan. Establishing style guidelines and standards for all manuals.
  • Presents briefings on safety or compliance audits.
  • Oversees Rail System Safety Plan and annual system audits as required by US Department of Transportation/Federal Transit Administration (DOT/FTA) standards. 
  • Ensures that systems are in place to track all regulatory requirements. Audits internal records covering regulated requirements. Determines needs and training in order to maintain full compliance.
  • Interacts with Rail State Safety Oversight agency, APTA Bus Safety Audit and other regulatory agencies on requirements and issues.  Coordinates and participates in external compliance audits.  
  • Ensures that Federal Transit Administration/Transportation Security Administration (FTA/TSA) regulatory changes and updates are obtained, reviewed and implemented through bulletins, notices, manuals, operating rules, job briefings and training.
  • Research and tracks safety regulations to develop safety policies and procedures to ensure compliance with federal, state, and local regulations.  Acts as a resource on regulatory issues and provides guidance and support to the management team as required.
  • Responsible for reviewing and updating METRO guidelines originating from Risk Management, Liability Claims and Workers Compensation.
  • Responsible for quarterly Moving Violation Report and Driver’s License Status Report from the Texas Department of Public Safety and manages centralized database for monitoring and tracking traffic convictions of employees operating METRO vehicles.
  • Collaborates with subject matter experts and project managers with some technical acuity, understand the specifications and requirements provided by professional and technical staff and then articulate this information to others in safety manuals and audit materials.
  • Provides excellent customer service to METRO Internal and external customers.
  • Promotes safety awareness and follows safety procedures reduce or eliminate accidents.
  • Performs other duties as assigned.
     

Education Requirement

High school diploma or equivalent required.  Some college preferred.
 

Years & Experience Required

Minimum five (5) years’ experience to include project management, setting up projects and audits adhering to strict deadlines.  Experience in writing and editing technical documents.  Experience in a Safety/Security transit environment preferred.

Knowledge & Skills Required

Excellent writing skills, effective communication skills.  Strong organizational and time management skills.  Advanced proficiency with Microsoft Office suite, with emphasis in Word and PowerPoint.  Ability to pay close attention to detail, ensuring strict accuracy in work.
