Basic Function

Leads the planning, development, implementation, and enhancement of safety policies, procedures, and practices across the Safety department. Conducts compliance checks, oversees safety audits, maintains and analyzes safety data, and ensures proper recordkeeping practices.  Coordinates with IT to manage safety software systems, monitors compliance with federal regulations, and prepares detailed safety analysis reports.  Supports strategic initiatives such as the implementation of the Safety Management System Program under federal guidelines and oversees budgetary needs to maintain operational efficiency.  Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Conducts independent reviews and evaluations to ensure that compliance issues/concerns within the organization are appropriately evaluated, investigated and resolved.
  • Directs and conducts annual compliance and quality assurance audits of critical safety records to ensure that recordkeeping practices are organized and uniform.
  • Develops and maintains a central repository file for all hazard data sources.
  • Coordinates with IT on managing computer system validations and Risk Management Information System (RMIS) software requirements for the Safety department.
  • Implements preservation of the statistical database.  Performs in-depth analysis of the safety process program.
  • Oversees and provides strategic direction of FTA’s Infrastructure Investment and Jobs Act (IIJA), also commonly known as the "Bipartisan Infrastructure Law" Safety Management System Program, and its implementation and maintenance.
  • Conducts and administers Safety’s Rail & Bus internal safety audits.
  • Develops and implements effective quality checks and balances to ensure compliance with standards and regulations.
  • Monitors budget to ensure necessary funding for operational and capital needs.
  • Compiles and manages statistical data as required by the Federal Transit Administration (FTA) National Transit Database (NTD) for Safety and Security events.
  • Analyzes safety reports and accident data to identify accident and injury patterns, series and trend analysis activities using qualitative, temporal, and geographic measures and statistical method.
  • Prepares Monthly Safety Analysis Report for the Safety department to make informed decisions, assess the presence of safety measures, and target activities that reduce accidents while improving overall safety.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned. 

Pay Range:  $85,300 - $112,000

Education Requirement

Bachelor’s degree in occupational health & safety, business administration, environmental science or a related degree is required. A master’s degree in one of these disciplines is preferred.

Years & Experience Required

Minimum six (6) years of experience in safety compliance and analysis, or quality assurance.  Experience in conducting audits, compliance checks and analysis related to safety programs is preferred.  Relevant experience in Federal Transit Administration regulations and reporting, statistical analysis and reporting systems such as the National Transit Database (NTD), Safety Management System implementation and oversight is required.

Knowledge & Skills Required

Good organizational and analytical skills.  Excellent communications (written/verbal) and interpersonal skills.  Proficient in the use of Microsoft Office Suite (Word, Excel and PowerPoint).  Must successfully pass a Microsoft Excel test.  Proficient in the use of computer/software systems for statistical analysis and management reports.
