Basic Function

Responsible for the development and implementation of METRO’s regional, multi-modal long-range plan program of projects. Responsible for overall program development of METRONext capital program and major METRO capital projects.  Manages the execution of work by METRO staff, consultants and contractors, with adherence to scope, schedule and budget. Manages toward accomplishing project milestones, while complying with quality assurance, quality control standards and adhering to policies and procedures. Coordinates regional project development and integration with all Agency stakeholders and local, state and Federal planning agencies to integrate regional, multi-modal, long-range activities with METRO’s capital and project development processes. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Manages project team, develops and manages program and project schedule, program and project scope and program and project budget for all METRONext and METRO Legacy capital projects. 
  • Directs the entire planning project and program delivery process including project controls, grant strategies, and state and Federal coordination requirements. 
  • Leads all associated FTA required environmental requirements and associated federal requirements under National Environmental Protection Association (NEPA) for project development for METRONext projects and programs.
  • Coordinates METRONext program development and Legacy capital projects with all third-party services including new Program Management Consultants.
  • Directs the development of scopes, schedule and budget for METRO’s Regional and Long-Range projects and delegates work assignments to consultants and long-range planning staff.
  • Prepares and presents project updates for Executive Leadership Team (ELT), Capital and Strategic Planning Committees and Board of Directors. 
  • Develops and oversees the Regional and Long-Range planning work program to ensure appropriate internal and external coordination, project integration with other regional projects, necessary project clearances (environmental) and design processes, project scheduling and project delivery.
  • Directs coordination activities with the City of Houston (COH), Harris County, the multi-cities, management districts, and Tax Investment Reinvestment Zones (TIRZs) to ensure the needs of transit meet METRO’s Long-Range Plan. 
  • Directs corridor specific long-range plan development including new and emerging corridors, and planned improvements by TxDOT, High Speed Rail (HSR), the City of Houston, and other partners to ensure their project development maintains or enhances long-term transit access.  
  • Responsible for METRO’s component of the Houston–Galveston Area Council (H-GAC) Regional Transportation Plan (RTP) and coordinates the incorporation of METRO’s projects into the RTP as updated. Participates and/or represents METRO on subcommittees of the Transportation Policy Council (TPC).
  • Manage METRO’s transit-oriented development program and ensures appropriate integration into METRO regional and long-range plans.
  • Coordinates with other internal agency departments to ensure integration and consistency of projects – including the Office of Innovation. 
  • Delegates activities to METRO’s travel demand forecasting staff and consultants for integration into projects.
  • Oversees the development of administrative and technical reports on new or existing projects, programs, and policies to support decision making in an integrated strategic program.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in Planning, Urban Design, Transportation, Public Administration or related field.  Master’s degree in related field preferred

Years & Experience Required

Minimum of eight (8) years’ experience in planning project management and development. Knowledge of Metro Planning Organization (MPO) and NEPA based project development processes, public and stakeholder involvement, and supervisory/lead experience.  Experience in the development of transit plans and projects is preferred.  

Knowledge & Skills Required

American Institute of Certified Planners (AICP) registration is a plus, must have working knowledge of developing the transit authority’s input into the regions MPO Transportation Improvement Program (TIP); other related work as required.  Work requires extensive contact with governmental Agencies, consultants, the public and other interdepartmental personnel.
