PSA Professional - Staffing Representative(TEMPORARY)

Basic Function

Utilizes and recommends various recruiting techniques and recruiting tools (internet, networking, etc.) for sourcing candidates.  Interviews candidates for open positions, evaluates applicant qualifications, refers qualified applicants for specific job openings and extends offers.  Works with temporary agencies and contingent staffing firms as necessary in the administration of personnel as required. Follows established laws, guidelines, policies, and practices in matters related to human resources and employment.  Performs duties in a safe, efficient manner and in compliance with all applicable rules, policies, guidelines and procedures including safety procedures.

Responsibilities and Specific Duties

  • Administers and recommends recruitment/staffing efforts and support for all positions, such as job postings, resume review and sourcing, candidate screening, scheduling interviews, composing and extending offer letters, and preparing new hire orientation packages.
  • Executes on the hiring criteria, selection and recruiting, competency profiles established on job requirements and job description with hiring managers.  Advises hiring managers on current requisition procedures, HR guidelines, employment law and recruitment/selection processes.
  • Establishes and maintains relationships with all customers including employees, applicants and management and provides feedback.
  • Works with Director, Staffing and management staff to respond and resolve complaints as required.
  • Captures recruiting metrics, processes and procedures including sourcing, applicant flow, screening, interviewing, background checks, references, and selection to report on METRO’s recruiting efforts.
  • Recruits, processes candidates for METRO’s college intern, Personnel Service Agreement (PSA), summer students and other temporary programs as required.
  • Responds to questions or troubleshoots issues with the METRO Applicant Tracking System (ATS).
  • Enters applicant data into METRO’s ATS, updates and retrieves applicant information as needed. 
  • Follows through on cost control methods concerning recruitment/staffing, such as identifying professional affiliations, niche internet sites, networking events, etc. specific to the recruiting needs of the Metropolitan Transit Authority.
  • Recommends areas of focus and establishes techniques to attract and recruit a diverse applicant pool.
  • Creatively attracts top talent in a timely and cost-effective manner using web sites, job boards, social networking sites and other web-based media to recruit and source potential candidates.
  • Represents METRO at educational institution career days, participates in job fairs and outreach activities.
  • As a representative of the Human Resources department, encourages and supports H.R. programs, enhances communication with all employees and external customers.
  • Proactively prepares for upcoming recruitment needs by staying abreast of external/internal influences, METRO initiatives and activities.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in Human Resources Management, Business or related field is required.

Years & Experience Required

Minimum five (5) years’ experience in staffing and recruitment in a corporate environment.  Recruiting agency experience highly preferred.  Experience to include use of Applicant Tracking Systems (ATS) and Human Resources Information Systems (HRIS). SAP HCM Success Factors Recruiting and/or NEOGOV experience is preferred.

Knowledge & Skills Required

General knowledge of HR compliance, concepts, practices and procedures.  Strong skills using Human Resources related technology, internet tools and HRIS systems such as SAP HCM, SAP Success Factors and/or NEOGOV.  Good communications (written/verbal) and strong interpersonal skills to work with different levels of internal/external management.  Must exercise sound judgment and have strong problem-solving skills.  Proficient in Microsoft Office, Outlook, Word, PowerPoint and Excel.  Professional certification PHR, SPHR or SHRM-CP preferred.
