Analyst, Operating Facilities Maintenance

Basic Function

Responsible for providing analytical support and statistical reporting for the Operating Facilities Maintenance Division.  Research and analyze statistical data, data base reports, budget, utility usage and costs, services and materials costs which provide complex qualitative and quantitative information and reports regarding Facilities Maintenance efficiencies and operational statistics. Responsibilities will require research information with interfacing data base systems including SEMA, PRISM, Oracle, and METRO’s Budget System.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures

Responsibilities and Specific Duties

  • Designs, develops and utilizes statistical and financial models for the analysis of departmental activities including service quality performance statistics, departmental resource utilization indexes, and cause and effect studies.
  • Develops and prepares annual operating budget for the Operating Facilities Maintenance division.
  • Creates and utilizes statistical computer modeling tools for the analysis of utility usage and cost. Conducts analyses to monitor and improve efficiencies in water, power and natural gas consumption.
  • Prepares expense and usage analysis for budget development and compliance, identification of potential usage problems, trend development and contract scopes. 
  • Identifies invoicing errors and inconsistencies and obtains credits from utility providers.  Identifies high usage trends indicating potential leaks, meter failure, damaged lines, vandalism or other problems and obtain credits from responsible parties.  
  • Designs, develops and utilizes statistical and financial models for the creation of benchmark data for the analysis of maintenance and repair efficiencies and effectiveness of Operating Facilities and Headquarters.
  • Maintains and provides to Risk Management the necessary documentation to recover funds from FEMA for labor, material and service cost for emergencies and disasters qualifying for reimbursement.
  • Monitors, updates, retrieves and disseminates information compiled/analyzed from the SEMA maintenance system.  
  • Monitors, updates and disseminates information on all facility licenses and permits with state, county and city to ensure compliance with government regulations.
  • Monitors, reviews and identifies areas of concern on all Operating Facilities Maintenance procurement and accounting documents including Contract Payment Certificates, Purchase Orders and Purchase Card Transactions to ensure compliance with METRO’s Policies and Procedures.
  • Responsible for maintaining electronic files on all personnel issues (ECFs, Training, Accidents, Grievances, etc.)
  • Analyzes Storeroom report to identify invoicing errors and inconsistencies and obtain credits from Stores Division; identify high usage trends by sector down to individual employees. 
  • Tracks work requests and work order performance.  Provides information on the status of work requested, and percentage of work completed.  
  • Maintains necessary documentation, report files for analysis and audit purposes.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High School or GED required.  Bachelor’s degree in a related field preferred.

Years & Experience Required

Minimum four (4) years’ experience in the areas of budget, procurement, project management and/or statistical analysis. Experience on database systems including SEMA, PRISM and Oracle. Experience in a Facilities Maintenance environment preferred.

Knowledge & Skills Required

Working knowledge of financial best practices and commonly used budget/financial concepts and procedures.  Proficient PC skills with expertise in Microsoft Office and related standard office software familiarity with budget systems and SharePoint.  Excellent communication (written and verbal) skills, customer service and organizational skills.  Advanced skills in Power Point.
