Basic Function

The Project Manager works with appropriate Stakeholders and customers to identify and coordinate new IT system developments and/or enhancements. Plans, organizes, integrates, coordinates and monitors complex and/or large scale cross-functional Information Technology projects to deliver specific results. Develops project Scopes of Work/Services, documents, and project plans. Documents opportunities to integrate systems and resources to fulfill project requirements. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
  • Participates in strategic analysis and initial proposal process for complex and/or large scale IT projects.
  • Organizes and manages all phases of projects to ensure satisfactory and timely completion of deliverables.
  • Develops project plans including goals, scope, budget, deliverables, resources needed, schedules, timelines, methods for measuring results, security and risk assessment.
  • Assembles coordinates and directs project team members; assigns individual responsibilities. 
  • Maintains effective communication and working relationships with customers and project team members.
  • Identifies the technical approach to be used on a given IT project and manages the system development process including the development of a strategic plan, systems analysis, technical design, coding, testing and acceptance of an IT system and/or application.
  • Develops IT system review schedules, audits and acceptance tests for each phase of a project.
  • Identifies system design alternatives, researches existing IT systems in the marketplace and recommends viable IT solutions.
  • Working with the Procurement Department, develops Requests for Proposals (RFP), evaluates responses, and leads IT system selection teams.
  • Prepares and presents oral and/or written technical reports and project presentations.  Organizes and conducts project team meetings.
  • Handles broad-based, complex communication for internal and/or external audiences.  Creates a forum and format for ongoing open communication within functional area or among departments.
  • As part of the Project Management Office (PMO) function, develops project standards and processes.
  • Monitors projects against standards and mentors project managers through project phases. Reports on project financial information and on project labor utilization.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High School Diploma or GED is required.  Bachelor’s degree in Computer Science or elated field preferred.

Years & Experience Required

Minimum seven (7) years of managing complex projects in a technical environment. Able to work effectively and efficiently towards goals in a complex/diverse environment with multiple and changing demands. Proven experience in overseeing the direction, development and implementation of a broad range enterprise technology projects including software applications and infrastructure related projects.

Knowledge & Skills Required

Ability to apply technical understanding to a broad range of technical solutions. In-depth knowledge of standard project management concepts and practices. Strong interpersonal skills. Strong written, oral and listening skills. Must have, or actively pursuing completion of project management certifications: Project Management Institute (PMP), Institute of Learning (APMC), International Association of Project and Program Management (CPM), American Academy of Project Managers (MPM).
