Basic Function

Assists the Manager, Operating Facilities in the support of programs in the areas of budgeting, planning work and project control, customer service, environmental compliance and safety. Assists in facilitating training for all assigned personnel. Responsible for the daily operations and supervision of Staff in support of both Bus and Rail Operations. Maintains budgets, special records, reports, and employee records.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures. 

Responsibilities and Specific Duties

  • Responsible for the daily planning, scheduling and supervision of all facilities maintenance work in all operating facilities including the Rail Operating Center. 
  • Assists the Manager, Operating Facilities in the preparation of the annual budget for operating facilities that supports the annual and 5 years plans.
  • Responsible for overseeing the daily work schedules/changes and monitors manpower to assure schedules and work goals are achieved.  Determines repair priorities.
  • Supervises all Operating Facilities Work Requests activities and day-to-day operations improvements.
  • Assists the Manager, Operating Facilities in the developing and managing the facilities energy conservation program.
  • Coordinates programs of mutual concern with City, County and State officials such as permits, environmental, historic preservation, fire, safety, etc.
  • Provides daily and timely feedback to the Manager, Operating Facilities on all ongoing facilities maintenance activities.
  • Provides functional direction and supervision to staff.
  • Supervises a team of subordinates to carry out day-to-day maintenance and special project activities.
  • Assures employees understand job responsibilities.  Assists the Manager, Operating Facilities in setting the staff's goals and objectives.
  • Ensures that Facilities Maintenance Personnel is monitoring sub-contractors work performance.
  • Participates in personnel actions: hires, terminations, progression, performance evaluations.
  • Handles disciplinary actions and resolutions. May participate and assist Facilities Maintenance Foreman in grievances, hearings, or arbitrations.
  • Oversees Facilities Maintenance Supervisor and hourly employees in the areas of employee development, manpower scheduling, and performance.
  • Monitors and counsels Maintenance staff.
  • Handles pay issues: sick time, vacation, miscellaneous pay, on-the-job injury reporting.
  • Accountable for safety and emphasizes safety practices to keep accident levels down.
  • Makes recommendations for developing and implementing new methods and procedures to improve operations/production and minimize operating costs.
  • Monitors the maintenance of repair records, compile routine reports, and reviews work history of equipment to analyze maintenance effectiveness.
  • Serves as Acting Manager, in the absence of the Manager, Operating Facilities.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High School or GED. Additional college or technical training preferred.

Years & Experience Required

Minimum seven (7) years progressive experience in a responsible facility maintenance/plant position with project management experience. To include two (2) years supervisory/foreman experience

Knowledge & Skills Required

Good human relations and communication (verbal/written) skills.  Good decision-making and organizational skills.  Basic working knowledge of labor agreements and related procedures.  General knowledge of PC's and related software.
