Description: 

Basic Function

Assists the Manager, Public Facilities in the managing, planning, developing, and implementing of maintenance programs for all METRO Transit Centers, Park & Rides, Rail Stations, Bus Stops, Bus Shelters and related equipment.  Responsible for the daily operations and supervision of staff.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
 

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Manages daily work plan scheduling, project planning and development, and project control and reporting.
  • Responds to system emergencies on a 24 hour/7 day a week basis and directs field personnel as required
  • Assists the Manager, Public Facilities in developing the annual and 5-year plans for Public Facilities.
  • In coordination with the Manager, Public Facilities, approves and manages the procurement, stocking, inventory and coordination of materials used for facilities maintenance and reports.
  • Assists the Manager, Public Facilities to develop and manage Public Facilities’ energy conservation program based on the accomplishment of annual goals/objectives.
  • Documents scheduled and unscheduled work orders using SAP and performs work order analysis reports and productivity reviews on a monthly basis.
  • Develop plans and implement maintenance procedures for the current facilities infrastructure plus planned acquisitions. 
  • Supports Transportation and Rail Control to the highest degree possible in achieving METRO’s goal of providing responsive customer-oriented bus and rail service.
  • Assists the Manager, Public Facilities in preparing the annual operating and capital budgets. Continuously identifies initiatives to drive for efficiencies and cost savings.  
  • Assists the Manager, Public Facilities to supervise Public Facilities’ contracts and purchase orders for services and materials.
  • Develops, plans and implements maintenance schedules and procedures for servicing METRO’s assets.
  • Reviews operating procedures for opportunities to improve services and lower operating costs for maintenance services, tools, equipment and materials.
  • Responsible for daily, weekly, and monthly status reports.
  • Reviews and enforces policies, procedures, labor contract work rules and safety requirements.
  • Responsible for creation and upkeep of database of Bus Stop Identification Numbers (BSIDs) to help facilitate work.
  • Provides input to the Manager, Public Facilities about METRO’s service plan in order to plan for future maintenance requirements due to the expansion of services.  
  • Ensures equipment, tools, materials, and supplies are maintained and documented properly.
  • Works with Transportation in the implementation of service changes on bus routes.  Coordinates with other departments in the promotion of services at Public Facilities and along bus routes and rail lines.
  • Creates and administers safety standards, programs, and related training for all assigned personnel to reduce or eliminate accidents. Coordinate technical training requirements.  Ensures equipment is maintained to the highest level of safety standards.  Develops and coordinates technical training requirements for Public Facilities personnel
  • Assists in providing technical background in HVAC, Plumbing, Electrical, Irrigation and other systems throughout METRO’s Public Facilities 
  • Serves as Acting Manager, in the absence of the Manager, Public Facilities 
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.
     

Education Requirement

High School or GED.  Additional college/vocational training desired.

Years & Experience Required

Minimum of seven (7) years progressive experience in public facilities maintenance, facilities maintenance, bus transportation system, rail system with management of services contracts to include (2) two years supervisory/foreman experience. Experience in a union environment preferred. Extensive knowledge of SAP / Inventory Control / Preventative Maintenance / Shopping Cart creation preferred.

Knowledge & Skills Required

Strong human relations and communications (verbal/written) skills. General knowledge of labor relations, union agreements, service contracting, budget preparation and execution tracking.  Requires a valid State of Texas Drivers’ License. Strong background in Excel.
