Environmental Services Administrator

Basic Function
This position provides environmental support for projects, environmental services, and regulatory compliance. It is responsible for implementing and monitoring environmental related programs for METRO to achieve and maintain compliance with all Federal, State, and Local Laws and Regulations. Obtains and administers environmental permits. Plans and coordinates the necessary monitoring, evaluation, and investigative activities to support environmental compliance. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
- This role will support the Environmental Services Manager in driving all programs and projects tied to the agency’s environmental programs and environmental compliance.
- Evaluates environmental management plans effectiveness and contributes to the preparation of annual reports for METRO management.
- Advises METRO management on environmental regulations and supports compliance through program administration, inspections and corrective action tracking.
- Implements and administers agency-wide environmental policies, procedures, and programs in accordance with environmental regulatory rules and requirements.
- Drafts, reviews and updates METRO environmental plans, procedures and policies, and partners with departments to support implementation and compliance.
- Reviews and supports development of environmental-related contract specifications for inclusion in contract documents.
- Coordinates and prepares environmental reports and supports timely submittal to regulatory agencies in accordance with established requirements.
- Acts as a liaison with external regulatory agencies and supports regulatory discussions and resolution of compliance issues.
- Develops, and delivers environmental compliance training and supports implementation of the Environmental Management System.
- Supports environmental incident investigations, prepares incident documentation, and tracks corrective actions for management review.
- Administers compliance activities related to underground storage tanks (UST), stormwater permits, and air compliance, in adherence to the Texas Clean Air Act.
- Administers hazardous, universal, and regulated waste compliance programs and verifies proper management of waste streams through inspections and documentation review.
- Participates in internal and external committees and groups to promote environmental compliance and awareness related to existing operations.
- Monitors and interprets new or proposed environmental regulations and provides impact assessments to management.
- Conducts field inspections and audits of Metro facilities and construction sites.
- Assigned to rotation for on-call hours after hours and weekends.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
- Pay Range: $79,200 - $104,000
Education Requirement
Bachelor degree in Environmental Sciences, Environmental Engineering, or related degree is required.
Years & Experience Required
Minimum of five (5) years of experience in environmental compliance or environmental management.
Knowledge & Skills Required
Knowledge of applicable environmental local, state and federal regulations. Knowledge of Texas Commission on Environmental Quality (TCEQ) the US Environmental Protection Agency, the City of Houston various environmental Departments/Divisions. Demonstrated proficiency in computer applications such as Microsoft Word, Excel, Outlook, and other Microsoft software; Adobe software; and database systems. Familiarity with cloud-based applications or GIS is preferred. Certifications as a Registered Environmental Manager (REM), Certified Hazardous Materials Manager (CHMM) are preferred.
