Description: 

Basic Function

Assists the Director of Operating Facilities in analyzing current energy usage and developing the authority’s 
energy management plan to provide cost effective energy utilization. The Energy Manager helps to develop, 
implement, and coordinate policies on matters involving gas and electric energy conservation and 
procurement. Assists in the development, maintenance and administration of water, gas and electricity 
consumption and cost forecasting models. Works closely with Procurement in sourcing, negotiating, and 
administering energy supply contracts. Provides management on the practical and necessary steps to 
conserve energy. Responsible for the planning, development, and implementation of maintenance programs 
for the Administrative Building (High Rise) and other METRO facilities. Performs duties in a safe, efficient 
manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

 Manages energy related projects and initiatives, as well as miscellaneous projects as directed by the Director of 
Operating Facilities Maintenance. 
• Assists in developing, coordinating, and implementing the goals and objectives of strategies and policies to reduce 
energy consumption, monitoring, and reviewing the effectiveness of these policies and strategies, including 
coordinating monthly, quarterly, and annual progress reports.
• Works with the Director of Operating Facilities Maintenance and Procurement in devising policies and systems for 
buying energy and helping with contract negotiations.
• Provides technical and practical advice and offers training on energy efficiency.
• Develops promotional activities and materials to publicize schemes.
• Contributes to sustainable development initiatives.
• Liaises and negotiates with contractors, building supply industry, council services and other relevant organizations.
• Ensures accurate records are maintained and energy monitoring data is collected regularly.
• Prepares specifications, drawings and tender documents for building services, improvement, or plant replacement 
work, including obtaining statutory approvals.
• Works with and provides technical support to mechanical/electrical design engineers on new and refurbishment 
projects regarding sustainability, energy, and water conservation.
• Conducts site inspections and energy audits.
• Prepares detailed schedules of work/feasibility studies and cost estimates.
• Benchmarks energy consumptions against best practice guidelines
• Plans, develops, and implements maintenance programs and plan capital projects for the Administrative Building 
(High Rise) and other property owned by METRO.
• Maintains and updates the Energy Management plan.
• Provides excellent customer service to METRO internal and external customers.
• Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the 
agency’s Public Transportation Agency Safety Plan (PTASP).
• Promotes safety awareness and follows safety procedures to reduce or eliminate accidents. 
• Performs other job-related duties as assigned. 

Education Requirement

High school diploma or GED required. Bachelor’s degree in electrical or mechanical Engineering preferred

Years & Experience Required

Minimum of (8) years progressive experience working with energy systems, HVAC, lighting systems, high rise 
building maintenance to include two (2) years of Lead/supervisory experience.

Knowledge & Skills Required

Knowledge of energy management program development is preferred. Knowledge of HVAC and lighting 
systems. Ability to manage budget a plus. Good communication (verbal/written) skills. Knowledge of building 
codes, blue printing reading, construction methods, and environmental issues preferred. Professional 
designation of Certified Energy Manager (CEM), preferred. Other considered professional certifications include 
Accredited Texas Energy Manager (ATEM), Leadership in Energy and Environmental Design (LEED), Building 
Owners and Managers Association (BOMA), International Facility Management Association (IFMA) or equal.
