Are you ready to make a difference in the safety and preparedness of one of the largest metropolitan transit systems? METRO is looking for a dedicated Emergency Management Analyst to support and enhance our all-hazards emergency management program. This critical role ensures that METRO is ready to respond to emergencies, disasters, and major regional events, keeping our passengers, employees, and community safe.
Supports the METRO Emergency Management Officer with the implementation, and maintenance of an authority-wide comprehensive, all-hazards emergency management program. Aids in the preparation of documentation, participates in program outreach activities, and works collaboratively with professionalism. Will activate or support designated special events, drills and exercises, emergencies, and regional disasters. Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.
Responsibilities and Specific Duties
- Collaborates with the METRO Emergency Management Officer, METRO departments, Harris County, and City of Houston departments to ensure METRO is ready to support regional partners during special events, emergencies, disasters, or a large-scale hurricane evacuation.
- Trains designated METRO staff to use the City of Houston’s 311 web-based program to receives, verifies, and coordinates transportation to/from requested locations.
- Ensures agency compliance with applicable local ordinances, state laws, and federal codes and regulations impacting emergency preparedness, response, and recovery efforts.
- Supports the maintenance, review, and update of the METRO Emergency Management Plan (EMP), the METRO Continuity of Operations Plan (COOP), and other applicable METRO emergency management documentation. These documents are routinely reviewed by auditing agents and examined for consistency and real-world accuracy.
- Assists the Emergency Management Officer in the development, coordination, and training of METRO emergency management and preparedness programs.
- Provides peripheral support to METRO's planning, coordination, and participation in large city/county events of regional significance (i.e., FIFA, NCAA Final Four, Houston Livestock Show and Rodeo).
- Activates with the METRO Emergency Operation Center (EOC) at TranStar as the second shift EOC manager, during alternating shifts with the Emergency Management Officer.
- Provides support to the Emergency Management Officer by reviewing METRO emergency food programs for effectiveness, aiding groups/departments by calling potential meal providers, and ensuring management can effectively provide meals for employees during emergencies and disasters.
- Supports the Office of Emergency Management and METRO by occasionally attending regional partner meetings related to emergency management, public safety, or transit.
- Supports METRO's use of a NIMS compliant Incident Command System, inclusive of identifying internal division management roles and active program management of the third-party incident management software.
- Identifies programs, work processes, procedures, and activities to enhance agency readiness for incidents, emergencies, and disasters.
- Monitors the performance of contractors and services for effectiveness and compliance with METRO’s requirements.
- Attends internal and external professional training to maximize capabilities and workplace skills.
- Participates in audits related to public safety and emergency preparedness and response.
- On call 24/7 for designated emergency situations (e.g., inclement weather events) as assigned.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
Education Requirement
High school or GED required. Bachelor’s degree in emergency management, planning, public administration, public safety, or related degree is preferred.
Years & Experience Required
Minimum five (5) years in public safety with experience in planning, emergency management, training, public transportation working with budget control, document editing, grant writing, project management, and/or customer service preferred.
Knowledge & Skills Required
A Valid Texas Drivers is required for the job and must meet METRO'S requirements regarding motor vehicle records.
Excellent verbal and written skills, customer service skills. Ability to effectively manage time and work independently.
Proficient with various computer software including MS Word, Excel, and Outlook. Knowledge and experience working with Incident Accident Plan Software is a plus.
Upon hire, must be able to successfully complete FEMA Incident Command Systems ICS 100, 200, 700, 800.
Preferred completion of ICS 300, 400, 2200, and E/L/G-2300 (Intermediate Emergency Operations Center Functions)
Continuous education is required to maintain awareness of emergency management standards and best practices.

The Metropolitan Transit Authority of Harris County, Texas has a zero-tolerance drug and alcohol policy for all employees. Pay Range: $60,800 - $79,700
