Director Program Control

Basic Function

Responsible for organizing and directing the activities of the professional, technical and support staff of the Program Control Division to provide cost estimating, project scheduling, cost control, risk assessments and Federal Transportation Administration (FTA) required processes and coordination for agency capital infrastructure projects. Oversees and prioritizes the activities and work products within the division to meet goals and objectives of the department and agency. Coordinates program control activities within the PE&C department and with other agency functions. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides oversight on cost and schedule estimating for facility maintenance, small and large transit projects of constructed value up to $1B.
  • Directs division staff, consultants, and contractors in the development of both program and project cost estimates, project schedules, risk management and contract administration.
  • Assures consistency and standardization in all facets of cost and schedule estimating and earned value measurement for all agency capital infrastructure projects.
  • Assures that agency and department guidelines on cost and scheduling are complete and current and in alignment with industry best practice.
  • Provide leadership on preparing and maintaining a program schedule that allows that allows the agency to determine cash flow needs over a 5-yr period. 
  • Presents cost and scheduling information (including project accomplishments) to FTA and local agencies at meetings, teleconferences, and other collaborative forums.
  • Assists Project Directors and Program Managers in tracking and analyzing scope, budget, change orders and schedule impacts and claims.
  • Recognizes and resolves issues of concern related to cost and scheduling and proposes mitigating measures.
  • Directs the development and execution of special project control exercises as requested by management or project managers.
  • Manages program control services contracts and defines the scope of deliverables.
  • Directs the development of project specific project controls specification sections that are included in design and construction contract documents.
  • Maintains contact with other authorities and professional associations for state-of-the-art project control techniques and possible applications at METRO.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in Business, Engineering, Construction Management. 

Years & Experience Required

Minimum of Twelve (12) years directly related experience with transit and large multi-project capital program required. Experience to include eight (8) years relevant experience in transit/transportation related projects with constructed value of up to $1B.  

Knowledge & Skills Required

Comprehensive understanding of planning, engineering and construction in the field of Transit/Transportation.  Knowledge of different construction techniques and construction methods.  Knowledge of common program control support software programs.   Excellent verbal communication and technical writing skills.  Ability to coordinate, obtain and compile information from various departments and levels of management.
