Basic Function

Responsible for organizing and directing the activities of the professional, technical and support staff of the Program Control Division to provide cost estimating, project scheduling, cost control, and Federal Transportation Administration (FTA) coordination for agency capital infrastructure projects.  Oversees and prioritizes the activities and work products within the division to meet goals and objectives of the department and agency.  Coordinates program control activities within the PE&C department and with other agency functions.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties
  • Directs division staff, consultants, and contractors in the development of both program and project costs, estimates, schedules and contract administration.
  • Assures consistency and standardization in all facets of cost and schedule estimating throughout agency capital infrastructure projects.
  • Provides cost and schedule estimating and analysis capability and tools, necessary to improve every project’s ability to be accomplished on time and within budget.
  • Assures that agency and department guidelines on cost and scheduling are complete and current.
  • Presents cost and scheduling information (including project accomplishments) to FTA and other involved agencies at meetings, teleconferences, and other forums.
  • Expands efforts to track and analyze scope, budget, change orders and schedule Impacts.
  • Provides consistent program and project control policy/practices over consultants working under PE&C. 
  • Recognizes and resolves issues of concern related to cost and scheduling issues.
  • Directs the coordination, preparation and update of all cost and schedule data for capital infrastructure projects.
  • Provides overall cost, estimate and schedule coordination with project management staff for consistent and accurate project cost and scheduling control during project implementation.
  • Directs the development and execution of special project control exercises as requested by management or project managers.
  • Manages program control services contracts and defines the scope of deliverables.
  • Directs the development of project specific project controls specification sections that are included in design and construction contract documents.
  • Maintains contact with other authorities and professional associations for state-of-the-art project control techniques and possible applications at METRO.
  • Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.
Education Requirement

Bachelor’s degree in Business, Engineering, Construction Management or related field. 

Years & Experience Required

Minimum of Ten (10) years directly related experience with transit and large multi-project capital program required. Experience to include four (4) years management with extensive experience in transit/transportation related project management procedures and policies. 

Knowledge & Skills Required

Comprehensive understanding of planning, engineering and construction in the field of Transit/Transportation.  Knowledge of different construction techniques and construction methods.  Knowledge of common program control support software programs.    Excellent verbal communication and technical writing skills.  Ability to coordinate, obtain and compile information from various departments and levels of management.
