Basic Function

Directs, coordinates, and provides construction oversight for all METRO projects.  Manages METRO Consultants delivering construction management services and contractors delivering construction services. Responsible for delivery of projects against schedule, cost, scope and quality baselines.  Oversees the work of METRO Construction staff to accomplish project milestones while ensuring quality standards and adherence to METRO policies and procedures inclusive of Project Management Information Systems (PMIS), Document Control and Document retention. Coordinates work with partner agencies and stakeholders.  Provides construction support to Program Managers through the project life cycle. 

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g.), training, supervising work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Directs and provides managerial direction to Resident Engineers and Construction Management staff on multiple projects
  • Directs and closely monitors performance of work to ensure that projects are on schedule, under budget, and in compliance of projects quality assurance and contract specifications.    
  • Participates in the evaluation of change orders for merit and quantity
  • Facilitates the expedient resolution of design issues during construction
  • Responsible for monitoring resource levels in the field against baseline scheduled resources on projects as it relates to managing project delivery.
  • Responsible for ensuring projects are constructed in compliance with architectural and engineering drawings, specifications, addendums, and contractual provisions.
  • Directs the coordination effort with partner agencies on interfaces with stakeholders from project inception until project closeout.   
  • Provides evaluation and negotiations support necessary to resolve construction claims 
  • Reviews and approves requests for progress payments and change orders for construction contracts per Matrix of Authority and earned value measurement.
  • Compiles statistical reports and financial analysis to identify cost-effectiveness, meaningful trends and abnormalities in projects requiring corrective action.  Recommends course of action as needed to ensure compliance with established project objectives.
  • Directs the coordination with other METRO departments including Operations, Safety, Procurement, Small Business, Public Affairs, and Marketing, assisting in project identification and development and during the execution phase. 
  • Directs and assists in the development of scopes for A/E and construction firms including providing assistance in negotiating fees/contract value
  • Performs constructability review of projects and participates in value engineering exercises to reduce capital cost. Confirm compliance of constructed work with project design criteria, local codes, and other regulatory compliance regulations including safety requirements working closely with inspection staff
  • Directs and oversees the coordination quality assurance activities during construction
  • Communicates project intent and METRO’s position to other government agencies, utility entities, and stakeholders and provides reviews of third-party designs.
  • Coordination with partner agencies on their projects and coordinates METRO projects with other third-party projects
  • Oversees the construction department in the absence of the Vice President of Construction.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor of Science degree in engineering, Construction or related field. 

Years & Experience Required

Minimum of fifteen (15) years of experience in the field of construction, managing multiple projects with excellent leadership qualities to include ten (10) years of supervisory/management experience.

Knowledge & Skills Required

Professional engineering license in the State of Texas is preferred but not required.  Project Management Professional (PMP) or Certified Construction Manager (CCM) Certification a plus. Ability to communicate professionally (orally and written) with all levels of management, staff, consultants, and engineers to resolve construction issues.
