Description: 
Basic Function

Directs, strategizes, and administers activities related to the dependable, safe and timely operations of METRO's public transit service.  Directs and manages the system support units of Transportation; Bus Operations including BRT and Micro Transit, Service Supervision and Bus Control.  Responsible for decisions in maintaining current and on-going operational policies and procedures and operation of the physical assets and staff. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties
  • Directs the activities associated with the daily operation of METRO's bus public transit service. 
  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved
  • Develops and provides operations input and reviews the operational aspects of projects and plans developed or otherwise sponsored by METRO.
  • Formulates, recommends, and implements long and short-range plans for enhancement of transportation programs.
  • Responsible for all department equipment, materials.
  • Prepares comprehensive budget for Transportation, fiscal objectives, personnel materials and funds required to facilitate the operation of METRO's service plan.
  • Ensures availability of competent personnel for the operation of all functions, and ensures they are properly trained and knowledgeable of all appropriate guidelines and procedures.
  • Ensures that the provisions of the Labor Agreement are uniformly understood and properly interpreted and administered. 
  • Represents management in labor negotiations and arbitration as required.
  • Responsible for maintaining close cordial public relations contacts with local governments, business community and the general public.  
  • Monitors and reviews operational data to measure METRO's operational efficiency and to ensure that established goals for service standards are being met.
  • Advises senior management on a regular basis as to the status of these goals.
  • Monitors work programs (e.g., Workers Compensation, Overtime) to provide work balance effort that will culminate with the attainment of Department goals.  This includes establishment of staffing requirements for each division.Works with Planning & Development, Ridership Development, and Maintenance staff to provide Operations input in long range transit improvement plans; including providing input for the design and development of all bus and rail facilities.
  • Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.
     
Education Requirement

Bachelor's degree in Business Administration or related field preferred.

Years & Experience Required

Ten (10) years of increasingly responsible management experience in transportation operations encompassing all functional aspects associated with developing, implementing and directing all related transportation programs.  Experience should include day-to-day operations experience in Bus, BRT and micro-transit systems, direct management/supervisory responsibilities and experience in the use of headway management.
 

Knowledge & Skills Required

Knowledge of the transportation (bus, BRT, micro transit and rail) industry, knowledge and previous experience in labor relations and public transit operations.  Knowledge in current and latest technology in service monitoring tools such as GPS tracking and transit service management systems.  Ability to communicate effectively in both verbal and written form and before Board and/or large groups of people. Excellent administrative, interpersonal, organizational and analytical skills.  Commercial Drivers’ License (CDL) is preferred.
