Director, Paratransit METROLift & Microtransit Services

Basic Function
Directs Paratransit (METROLift) and Microtransit service, including passenger relations, eligibility, reservation, scheduling and dispatch, training, and service operations. Oversees Paratransit and Microtransit contractors to ensure safe, reliable delivery of transportation services. This position is responsible for Information Technology related projects to include all software platforms. The position is responsible for directing and overseeing METRO’s dynamic app-based scheduling systems called curb2curb used for METRO’s Microtransit, Alternative fixed route, and first/last mile services. Works in conjunction with contracted services to monitor and report on service-related issues. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
- Directs and oversees METROLift operations, alternative fixed route/microtransit service, and METRO’s curb2curb service.
- Directs and oversees METROLift and Microtransit Passenger Relations including patron eligibility and compliance with Federal ADA requirements.
- Assure that METRO is in compliance with FTA requirements regarding telephone hold times and on-time performance.
- Establishes goals for the Paratransit and Microtransit service.
- Oversees the execution of service contracts with outside contract carriers who provide daily service for Paratransit and other Transportation Programs to include Microtransit operations.
- Directs Paratransit and Microtransit initiatives.
- Provides functional direction and supervision to Division staff.
- Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, quality monitoring, etc.) to ensure staff and departmental goals are achieved.
- Project Manager/Directs for METRO’s Dynamic App scheduling solutions for Microtransit Services to include curb2curb service, Alternative fixed-route, and first/last mile.
- Supports the implementation and monitoring of ADA programs.
- Supports and helps with the coordination, preparation, and update of the division budget.
- Directs and oversees all communication and computer operations including two-way radios, platform terminals interface and Dynamic app solutions (curb2curb) within Transportation Programs Division.
- Assists with the Accessible Service Task Force for staff/community planning and development of accessible fixed route services.
- Directly responsible to ensure customers receive excellent customer service, employees are trained and developed, and METRO equipment is maintained for maximum efficiency.
- Paratransit and Microtransit Liaison for compliance with federal, state and city regulations that mandate paratransit service levels and building accessibility for persons with disabilities.
- Acts as the department lead responsible for providing transportation assistance and coordination in the event of natural disasters and other emergencies to include local, state, and federal officials.
- Provides staff, contractors, and agency emergency plans and disaster drills.
- Provides and shares Paratransit and Microtransit knowledge and expertise throughout the transit industry to improve services in other locales and, also enhance METRO’s standing within the transit industry.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
Pay Range: $102,900 - $140,400
Education Requirement
High School or GED required. Bachelor’s degree in business administration, Public Administration or related field preferred.
Years & Experience Required
Minimum of ten (10) years’ experience in program planning/implementation of public transportation, operations/special transportation programs and four (4) years of supervisory/management level experience.
Knowledge & Skills Required
Knowledge of public transportation/demand response operations and public relations. Strong human relation and communication skills. Good planning and organizational skills. Strong computer skills.
