Director, Commuter Services

Basic Function

Responsible for directing and overseeing the Regional Vanpool and commuter services program on behalf of METRO and regional partners including Texas Department of Transportation and Houston-Galveston Area Council.  Oversees program planning, grant billing and execution, implementation, evaluation, documentation and budgeting for grants, contracts and services delivered as part of METRO Star and affiliated services.  Acts as project manager for the delivery of vanpool, rideshare and alternative commuter services throughout the expanded regional service area.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Directs and oversees METRO’s participation in the Regional Vanpool Program and other commuter services as sponsor of METRO Star.  Includes all grant, contracting, personnel, budgeting and program delivery requirements.
  • Coordinates with Houston-Galveston Area Council, Texas Department of Transportation, and other METRO departments in development of Transportation Improvement Program funding allocations to support METRO Star and other commute alternatives as regional services.
  • Coordinates with Texas Department of Transportation and other METRO departments in the development of Local Area Project Advance Funding Agreements to support the flow of allocated transportation grant funds to METRO as reimbursement for eligible program expenses.
  • Coordinates with Texas Department of Transportation and other METRO departments in the development of contracts and/or internal service capabilities to support the operations of METRO Star and other commute alternatives as regional services.
  • Responsible for executing, managing, and overseeing contractor activities associated with operation of METRO Star vanpool, meeting CMAQ, STP and all grant billing and reporting requirements for funding Regional Vanpool program.
  • Oversees and assists with the programs grant analysis, monthly workbook, ridership reports, budget and financials.
  • Manages data collection, analysis, coordination and development of National Transit Database reports on vanpool and affiliated services, ensuring accuracy and timeliness of reporting as required by Federal Transit Administration.
  • Represents METRO with regional stakeholders for vanpool, ridesharing, commute alternatives, and HOT lanes.
  • Coordinates with other METRO departments to ensure implementation of quality services are operated and maintained in an efficient and safe manner.
  • Establishes and maintains working relationships with business districts, large employers and customer accounts for METRO Star and HOT lane services.
  • Establishes and maintains working relationships with service providers relating to service delivery, maintenance, enforcement, contract performance and customer relations.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High school diploma or GED is required.  Bachelor’s degree in Business Administration, Public Administration, Finance, Marketing or related field preferred.

Years & Experience Required

Minimum eight (8) years’ experience in public transportation data analysis and reporting, operations or transportation demand management; five (5) years’ experience in finance accounts payable financial systems, SAP, QuickBooks other financial reporting. Transit project management experience is preferred. Four (4) years of supervisory/management experience is required.

Knowledge & Skills Required

Knowledge of Federal Transit Administration programs, public transportation/transportation demand management operations and public relations.  Knowledge of transportation grants, transportation planning, financial management, contract administration, sales and marketing. Project management skills and good communication (written and verbal) skills.  Strong computer and data analysis capabilities.
