Basic Function

Responsible for the acquisition of standard commercial materials, equipment, and services by means of competitively bid contracts or purchase orders. Prepares procurement plans, bid, procurement summaries, contracts and modification documents. Reviews purchase description, statements of work, scopes of services and specification documents to determine if information is adequate for purchase.  Administers contracts, including contractor and METRO compliance and termination action for default or METRO convenience.  Responsible for contractor compliance with Davis-Bacon and City of Houston prevailing wage issues.  Responsible for desk and on-site audits of contractors’ payrolls, assessing fines and retrieving back wages. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Contracts for supplies, equipment, hardware, services and construction at most favorable cost, consistent with Federal, State and Local bid procedures and ensures timely delivery.
  • Performs post-award contracts administration through closeout.
  • Cancels delinquent orders and re-procures requirements to meet METRO needs as appropriate.
  • Recommends the award of contracts and prepares supporting files.
  • Uses cost/price analysis to determine acceptable price.
  • Conducts pre-solicitation conferences and bid openings.
  • Issues bid amendments and contract modifications.
  • Obtains technical specifications from requiring departments and assists in writing when necessary.
  • Responsible for pre-contracts planning functions and preparation of related bid documents for assigned procurement.
  • Monitors the performance of contractors for compliance with requirements.
  • Responsible for properly closing each assigned contract at the appropriate time.
  • Implements and tests new procurement software as required.
  • Prepares reports as necessary.
  • Conducts advanced analysis of data for inclusion in narrative reports 
  • Instructs contractors on appropriate and applicable record-keeping requirements and works with Contract Administrators to ensure contractor compliance.
  • Collaborates with internal and external audit entities and assists in preparation of audits as required.
  • Prepares monthly statements for P-Card charges.
  • Maintains current certificates of insurance.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in Business Administration or related field preferred.

Years & Experience Required

Minimum three (3) years direct experience in Contracts Administration or Procurement.

Knowledge & Skills Required

Good working knowledge of contracts and contracting practices, uniform commercial code, state law and emphasis on federal procedures required.  Ability to read specifications and plans and have knowledge of industry standards.  Strong written/verbal, analytical skills required.  Knowledge of Supply Chain Management and SAP SRM/ECC.  Ability to achieve positive working relationships with other METRO departments.  Ability to progressively take on more complex assignments.  Knowledge of PC’s and related software; Microsoft Office, Oracle Purchasing, PRISM, and Contract Administration.  Proficiency in Microsoft Excel – testing required.
