Basic Function

The Chief Controller/Training and Instruction is responsible for all training programs related to the operation of the Rail Control Center and Field Supervision. Develops, updates, and delivers training programs for Rail Controller trainees, certified Rail Controllers and Field Supervisors. Works closely with other Chief Controllers, Superintendents, Directors, and Rail Transportation to ensure training programs are current and relevant. Also responsible for real-time oversight and coordination of train movement, maintenance, and rail control activities on the METRO Rail system as Chief Controller. Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Creates and implements a certified (System Safety Certification) training program for Rail Controller and Field Supervisor trainees.
  • Interviews, trains and evaluates progress of Rail Controller and Field Supervisor trainees.
  • Ensures all training programs are reviewed, approved, and certified by Rail System Safety.  
  • Conducts training and documents progress of Controller and Field Supervisor trainees in a certified training program, and recertification of current Rail Controllers and Field Supervisors.  
  • Provides Continued Professional Training (CPT) for Certified Rail Controllers and Chief Controllers.  
  • Develops and implements delay management strategies and coordinates alternative operating plans with Bus Control, Paratransit, METRO Police and internal/external agencies.
  • Maintains documentation for trainees and records/tracks all training of Control Center and Field Supervisor personnel.  Maintains training records for all Rail Control Center personnel.
  • Conducts training for recertification of current Rail Control personnel.
  • Disseminates information to METRO management, Supervisors, LRT Operators and passengers via radio, telephone or station public address system concerning disruption and changes in service.
  • Ensures training programs and materials are in accordance with APTA Standards and METRORail SOP’s.
  • Develops, delivers, or arranges outsourced training of Continued Professional Training (CPT) programs for Rail Control personnel.
  • Trains Supervisors and Rail Controllers on field operation of dual control and manual switches, crossing gates, local control panels, and other devices for emergency operations.
  • Trains new personnel during emergency incidents and time-sensitive situations.
  • Develops training modules related to unusual occurrences, service interruption, emergency operations and other relative situations.
  • Reviews accidents/incidents to determine preventability and develop future training modules.
  • Participates in Standard Operating Procedures/Rulebook Committee to write, review, update and distribute rules and SOP’s related to rail and rail operations.  Updates METRORail Operations Rulebook.
  • Coordinates training requirements and activity with the Senior Training Instructor (Rail) in the Rail Transportation department to ensure operational continuity.
  • Coordinates training with Rail Control Center, LRV Maintenance, Station Office, and other departments to complete field training as necessary
  • Assumes duties of Superintendent of Rail Control in his/her absence
  • Enforces operating rules and Standard Operating Procedures
  • Maintains proficiency of all aspects and requirements of the Rail Controller position.
  • Works shifts as a Rail Controller as required.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High school diploma or equivalent is required.  Bachelor’s degree in Transportation, Business, or a related degree is preferred.

Years & Experience Required

Minimum five (5) years of increasingly responsible experience in rail transportation and a Control Center environment; three (3) years supervisory/management experience in rail operations is required.

Knowledge & Skills Required

Extensive knowledge of LRT components such as Overhead Catenary Systems, Signals & Communication Systems, and LRV Maintenance.  In-depth understanding of Control Center operations, including delay management strategies, operation of passenger information system, computer applications and databases, and reporting of wayside defects and coordination of their repair. Understanding of proper radio communications in accordance with FCC regulations.  Excellent (verbal and written) communication skills (including technical writing) are essential.  Ability to communicate well with students and peers in a training environment.  Strong interpersonal skills.  Must be able to work independently with minimal supervision.  Ability to make rapid decisions under pressure using sound judgment. Ability to obtain and maintain Train Operator and Rail Controller certifications. Ability to teach technical aspects of mechanical and electrical systems to Trainees.  A Texas Drivers’ License is required for the job and must meet METRO’s requirements regarding motor vehicle records.
