Chief Electrical Engineer

Basic Function
Provides lead electrical engineering expertise and support for Rail, BRT, BOOST, HOV/HOT Express Lanes and/or other transit corridors, facilities and equipment, and other projects. Act as agency’s primary subject matter expert on electrical systems, including designing and reviewing, fault tracing and investigating, determining of corrective actions and implementation thereof, for high voltage overhead contact systems, substations, vehicle on board equipment, railway track circuits, signaling and logic, traffic signaling, and electrical amenities for all bus, light rail, and HOV related systems, infrastructure and supporting facilities. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
- Provides lead electrical engineering expertise and support for METRO Rail, BRT, BOOST (a local bus traffic signal priority initiative), HOV/HOT Express Lanes and/or other transit corridors, METRO facilities and equipment, and other projects.
- Act as agency’s primary subject matter expert on electrical systems, including designing and reviewing, fault tracing and investigations, determination of corrective actions and implementation thereof, and applying engineering stamp (as appropriate) for (1) high voltage overhead contact systems, (2) substations, (3) vehicle on board equipment, (4) railway track circuits signaling and logic, (5) traffic signaling, and (6) electrical amenities for all bus, light rail, and HOV related systems, infrastructure and supporting facilities. Creates, electrical design documents; engineering analyses and reports; test plans, procedures, and reports; manufacturing instructions and drawings; and assembly, installation and integration documents for various electrical equipment and systems.
- Creates electrical and electromechanical design documents (ex. Design plans, piece part/component level drawings, wiring schematics, logic drawings, assembly and integration drawings, interface drawings, etc.); engineering analyses and reports; test plans, test documents and final test reports; manufacturing instructions and drawings; and assembly, installation and integration documents and drawings for various electrical and electromechanical equipment and systems.
- Manages complex projects either directly or through the management of outsourced engineering.
- Monitors performance of work to ensure project is meeting designated milestones, on schedule, and in compliance with contract requirements and related industry electrical design, analysis, and maintenance standards.
- Works with a team of engineers, and other stakeholders to accomplish project milestones and deliverables and act be a mentor for junior staff.
- Organize/chair or support meetings with external stakeholders and Oversite organizations, as required.
- Maintains relationships with and develops and manages agreements related to transit corridor electrical systems and functionality with corresponding municipalities and other government entities, including but not limited to TxDOT, HCTRA, City of Houston. Cooperate on joint projects and/or advance needs related to electrical systems and their functionality for METRO projects.
- Provides excellent customer service to METRO internal and external customers.
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
Education Requirement
Bachelor’s degree in Electrical Engineering or closely related degree required.
Years & Experience Required
Minimum of ten (10) years progressive responsibility in the design and analysis of electrical circuits and equipment for high and low voltage equipment and systems (both AC and DC)
Knowledge & Skills Required
- Licensed as a Texas Professional Engineer or able to acquire licensure within 6 months.
- Comprehensive experience and expertise related to the following is required:
- CAD software such as AutoCAD or MicroStation, and electrical analysis and modeling software such as OrCAD PSpice Designer.
- Experience with tradition power/overhead contact systems and substation equipment is preferred.
- Familiarity with any of the following is preferred:
- NFPA 70 National Electrical Code (NEC), various IEEE standards related to substation design and transit systems (i.e. IEEE Std 80, 142, 979,1127, 16-2020, etc.)
- Strong communications (written/verbal) skills required.
- Proficient in MS Office products
- A valid Class “C” Texas Driver’s license is required for the job and must meet METRO’s motor vehicle records requirements.
