Basic Function

The Bike Share Program Manager serves as METRO’s primary bicycle initiatives coordinator responsible for implementing and managing METRO’s Bike Share Program. The Bike Share Program Manager will serve as the Project Manager overseeing the contracted turnkey operation of the service.   The position is responsible for helping develop partnerships with advocacy groups, governmental entities, industry groups, and bicycle enthusiasts. The position will manage the development and implementation of operational standards, guidelines, and procedures consistent with METRO’s goals and objectives.  The Bike Share Manager shall be responsible for budget planning, oversight, and ensuring coordination between the contractor and various METRO departments.  The position will be responsible for working with the contractor to ensure METRO’s assets are operational and customer feedback and inquiries are addressed.   Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

•    Ensures the Bike Share contractor is performing its contractual duties and responsibilities in a timely, efficient, and cost-effective manner.   
•    Manages all Bike Share Program related plans, policies and procedures including but not limited to the system development and deployment plans, service area plans, and system operations and maintenance plans.
•    Works with the Grants team to identify, apply for, and receive grants and other funding opportunities. 
•    Provides managerial direction to assigned staff and contractual staff and effectively manages a multi-active, geographically divided area of work.
•    Develops measurable performance goals, implements procedures to measure performance, and reports on program performance. 
•    Develops budget for METRO Bike operations and reports on program financial performance. 
•    Tracks costs and related metrics in conjunction with existing budget. Plans and develops future budget scenarios based on projected demand. 
•    Makes operational, procedural, programming, staffing or resource adjustments when needed to ensure high quality service is provided to customers while meeting key performance indicators and remaining within established budget targets.  
•    Develops and communicates operational, procedural and policy updates through Operations Bulletins, stakeholder meetings, public outreach, and any other means of communication as needed.
•    Coordinates Bike Share technology staff with METRO’s IT department and technology vendors. 
•    Consolidates data and information from various systems to assess the effectiveness of current operations and to explore opportunities to improve service levels, reduce costs, increase customer satisfaction, and propose more suitable and sustainable operational scenarios.
•    Works with contractor personnel to troubleshoot operational issues to ensure delivery of high-quality service.
•    Responds to customer inquiries and concerns through established customer response process.
•    Provides excellent customer service to METRO internal and external customers.
•    Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP). 
•    Promotes safety awareness and follows safety procedures to reduce or eliminate accidents. 
•    Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in public administration, Transportation/Logistics, Transportation/Urban Planning, Business/Management, or related degree preferred. 
 

Years & Experience Required

Six (6) years’ experience of progressively responsible experience in transit, logistical, or mobility related industries. Three (3) years supervisor or lead position directing staff in a business or transit environment.  Additional experience with interlocal agreements or managing contracts and experience in developing and managing processes, procedures, standards, and policies related to local government and contracting preferred.

Knowledge & Skills Required

Knowledge of basic managing strategies and project coordination and management to plan, organize and direct cross-functional teams.  Excellent leadership and management skills.  Ability to analyze data, plan, develop, and implement formal work plans.  Excellent verbal and written communication skills, with the ability to effectively communicate.    Strong knowledge of computers with a working knowledge of MS Office including word and excel.
