Basic Function

The Benefits Analyst is responsible for monitoring the budget for Pension, Benefits & Wellness and oversees the contracts in these three areas.  Monitors costs for health care contracts and funds to ensure that invoices are accurate and budgeted funds are used in the most cost-efficient way possible. Develops and monitors Benefits and Wellness metrics to closely track trends and costs.  Acts as a liaison between the Benefits department and Procurement to ensure timely submission of documents for new contracts and renewals.  Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Monitors the budget, tracks expenses and oversees contracts for Pension, Benefits & Wellness.
  • Develops, analyzes and monitors benefits and wellness metrics to closely track trends and costs.
  • Assists with preparation of Board documents.
  • Responds to and resolves questions/issues within the Benefits area from METRO employees, management and vendors.  Assists in the resolution of employee issues and coordinates responses to complaints.
  • Verifies eligibility error reports for medical, dental, prescription, COBRA and FSA files and makes appropriate corrections.
  • Reviews and tracks benefit changes within payroll system, including approval of documents, approval of changes by employees, and maintenance of required documents.
  • Processes and codes refunds, payments, membership due checks and direct debits for retiree health premiums.
  • Reconciles and processes monthly check requests, wire transfers, and Contract Payment Certificates.
  • Processes the voluntary life and voluntary AD&D applications for represented and non-represented employees.
  • Performs various audits for union and non-union employees to ensure proper enrollments and deductions. Assists with data collection as needed for audits or other investigations.
  • Assist with leaves of absence to include, but not limited to FMLA, STD, disability, leave donations, medical leave, military leave, ADA, etc.as assigned.
  • Participates in annual enrollment meetings, new hire orientation and other initiatives within the department.
  • Cross trains in all areas of Benefits, Pension and Wellness.
  • Maintains compliance with federal, state and local employment and benefits laws and regulations.
  • Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in Human Resources, Business Administration or related field.

Years & Experience Required

Minimum three (3) years’ experience in Human Resources and/or Benefits.  Experience with budget and/or contracts is preferred.
 

Knowledge & Skills Required

General working knowledge of overall benefits; medical, life, disability insurance, related billing and compliance with regulatory requirements for Health & Welfare, Leave of Absence, Retirement Plans and Wellness.  Basic knowledge of accounting and financial systems.  Strong customer service and excellent communication skills (written and verbal), as well as analytical, problem solving and reconciliation skills. Strong computer skills and related software (Microsoft Office, Excel, PowerPoint, Word and Outlook). HR and/or benefits certification(s) preferred.
