Description: 

Basic Function

Responsible for overseeing the execution of service operation on a daily basis.  Provides guidance, information, evaluation and coaching of Union personnel.  Monitors the efficient use of resources to provide the best service possible.  Responsible for providing assistance to the Superintendent of Transportation in the daily operations of the Bus Operating Facility.  Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
  • Monitors and evaluates Bus Operator’s performance and administers the required actions in accordance with the established Union contract and established policy, rules, and procedures.
  • Performs the duties of the Superintendent, Transportation in his/her absence.
  • Supervises the daily am/pm pullouts, for timely deployment.
  • Stays abreast of manpower needs and the efficient use of personnel.
  • Monitors and oversees public comments and analyzes root cause for complaints.
  • Monitors and evaluates facility accidents, identifies trends, creates action plans to address and reduce accidents.
  • Develops and recommends new/revised methods and procedures designed to improve operations and minimize operating costs.
  • Oversees the supervision and observation of new bus operators in their daily responsibilities.
  • Handles and investigates Operator pay issues, including sick time, vacation, birthday, anniversary, miscellaneous pay, worker’s compensation, and approves all time timesheets.
  • Collaborates with Service Supervision and Bus Control to monitor, identify and resolve service delivery operating concerns, including On-Time Performance for routes assigned to their facility.
  • Schedules and manages Drug/Alcohol testing as required by FTA.
  • Authorizes excused absences for Operators, including Personal Days, Funeral Leave and Emergencies in the absence of the Superintendent.
  • Assists maintenance in problem identification, resolutions, and road call prevention.
  • Coordinates additional or special training requirements with Safety or Training staff.
  • Coordinates with Risk Management, Bus Operator depositions, or as witness in court.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

High school diploma or GED is required.  Associates degree from an accredited college or university is preferred.

Years & Experience Required

Minimum six (6) years progressive transit/transportation experience; including three (3) years of supervisory experience is preferred.

Knowledge & Skills Required

Knowledge of labor agreements and related procedures.  Strong verbal and written communication skills.  Good decision making and organizational skills.  General knowledge of PC’s and related software.
