Basic Function

Responsible for the acquisition of materials, supplies, equipment, parts and services, including small construction projects, by means of purchase orders or bids. Administers the process from receipt of a requisition through final payment. Reviews less complex scope of service documents to determine if information/specifications are appropriate. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures. 

Responsibilities and Specific Duties

  • Responsible for authorizing purchases within delegated authority at the most favorable price.
  • Negotiates price, quality and delivery terms with vendors/manufacturers.
  • Uses cost/price analysis to determine acceptable prices.
  • Selects competent suppliers and develops alternate sources of supply.
  • Initiates action with METRO Quality Assurance personnel to evaluate supplier products; advises suppliers as to the results of METRO’s evaluation/tests.
  • Solicits both verbal and written quotations/proposals from qualified suppliers.
  • Negotiates changes in quantities, material specifications and deliveries.
  • Expedites and follows up on purchases to ensure timely delivery.
  • Cancels delinquent orders and resources requirements to meet METRO needs as appropriate.
  • Reviews items received to obtain/maintain knowledge of items purchased.
  • Checks for accuracy of information between requisitions and purchase orders.
  • Assumes progressively more complex assignments.
  • Implements and tests new procurement software as required.
  • Prepares reports as necessary.
  • Assists in preparing and submitting monthly statement of P-Card charges.
  • Maintains all current and past certificates of insurance in the contract file.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other duties as assigned.

Education Requirement

High School Diploma or GED is required.  Bachelor’s degree in Business Administration or related degree preferred. 

Years & Experience Required

Minimum three (3) years procurement experience.

Knowledge & Skills Required

Good working knowledge of contracts and contracting practices, uniform commercial codes, state law and emphasis on Federal procedures required. Working knowledge of supply chain management. Ability to read specifications and plans and have knowledge of industry standards. Proficiency in SAP Supply Chain/Purchasing. Ability to achieve positive working relationships with other departments. Strong written/verbal, analytical and organizational skills required. Knowledge of PC’s and related software, Microsoft Office Suite, Contract Administration, and SAP Purchasing.  Proficiency in spreadsheets.
